PC runs disgustingly slow after hardware changes

So I have a really bad issue that's been getting worse and worse over the past few weeks. I had a $800 custom built PC that I had for about 2 years before I did some hardware upgrades. I'm on Window's 7 Home Premium, and my new specs are:
i7 4800k 6 core
32GB ram
Asus x99 ROG STRIX
Geforce GTX 1070

I upgraded my pc to run Adobe after effects and premiere pro cs6 faster, but at first I didn't even notice any changes. This problem lasted for 3 weeks after trying MANY different methods to fix it, so I gave up and reinstalled windows 7. Now after the reinstall my PC is running EVEN SLOWER than before. I've tried everything, defragmenting the SSD the OS is on, deleting temporary files, everything. I don't understand, my PC should be rendering projects over 10x faster than my older hardware, it makes no sense and it's really getting on my nerves as I have lots of videos to edit on that PC.
Also windows says that only 16GB of the 32GB of ram is useable, and yes I tried fixing it in msconfig but even that didn't work.

Not compatability

It says that my CPU (i7 6800k) is compatable, but I'm not sure about the BIOS flash it mentions, I guess I just put the wrong one in the original post lol.

As for RAM I'm using 4x8 at 2133 MHz not sure the make or model though

Boot the machine and enter the bios.
It should show what bios level your at and then you can look for updates.

Ram.
Is this 4x8GB a kit or 4 random sticks?
Did you fit it in the proper slots for quad channel?.....look in the manual.
What does the bios have to say about this ram?
