Answer
That's a sign of HDD troubles.

Or an app that is hogging the HDD I/O.

I won't answer how to fix since the diagnosis is incomplete. I use Speccy reports to check the HDD drive health and if the drive health is bad then the fix is a new drive. Most folk swap in the SSD for an upgrade along the way.

Read how to share the report at https://www.piriform.com/docs/speccy/using-speccy/publishing-a-speccy-profile-to-the-web

What am I looking for? SMART values in the HDD area out of bounds such as 01 and 07 above 1,000.

What other information do you need and where can i find it? My response time spikes into the thousands for some reason. What is HDD/SDD? I have looked at these stats and nothing seems to be hogging anything. (I am uninstalling a few things in attempts to optimize which is why some things are unusually high)

The HDD is the graph you showed us.

As such I think your question shows an opportunity to write about google.com. You can type in "What is a HDD?" there and get your answer in a few seconds. You have to help us here by doing the basics of self support. This is all volunteers and if folk ask basic things like this then there is less help to go around.

As to the other information I need to diagnose the issue that would be the SPECCY REPORT I asked for in my first reply. I supplied a link on how to share that report. I also gave up which HDD values I usually find out of bounds so those that don't want to share the report can self diagnose.

Not everyone wants to do their own work so if that's the case then take it to the shop you go to and my bet is they'll reload the OS, find it may or may not work better, you may end up going there a few times till they figure out it's the HDD and get that replaced.

THOSE STATS. Typical of the HDD issue I know of. A good HDD would not have an issue with that low use. All signs point to a bad HDD. No, it has not failed yet. The SPECCY REPORT should confirm it.
