pc restarts

CELERON 856, WIN 98, 128 MB RAM, 20 GB HDD SEAGATE; PC RESTARTS AFTER 1-2 MTS ON ITS OWN; NATURALLY IT GOES FOR SCAN DISK; EVEN AFTER DISK CHECKING, AGAIN IT RESTARTS AFTER A FEW MINUTES.

First, don't type in all caps. It's annoying to read.

Secondly, if you have a Celeron that's running at 856MHz then it is almost surely overclocked and too aggressively at that. Knock it back down to 800MHz and see if that doesn't solve the problem.

You might also consider another 128MB of RAM minimum. It will vastly speed up your system, even if it is based on a Celeron. And for future reference, don't ever get a Celeron system again. They're just not worth it. If you want a budget system, look to AMD's Athlon or Duron, which are cheaper and run circles around the P4.
