Question

PC restarting on shutdown i can only put it to SLEEP

so my pc is fairly new:

3466 corsair 16 GB RAM
X299 Aorus Gigabyte motherboard
intel i7 - 7740X chipset
thermal Take water coolant for CPU with radiator and 5 Fans
2 GPU -1 Asus GTX 1060 -1 Quadro P2000
2 ssd cards and 1 HDD old hard drive
2 screens
and lastly MY power supply of 750 watts
All my component in my pc are brand new except for my power supply and when im gaming i could hear like a STATIC sound as everything else is pretty quiet.

So for the last two weeks, my pc restarts on shut down and i cant close it only thing i could do is to put it to SLEEP.
when i try to shut down its starts for maybe 1second or 2 then shuts off then restarts does this bout 3 times before turning back on but i deffinetly cant shut it down.
do u guys think it might be the Power Supply that is running at full potential and is getting old or something cant handle all the elements of my PC.

I appreciate all your help and time guys.

It was the PSU which was affecting the pc not shutting down, it turned out to be my power supply unit. I thought I had 750 watts PSU but it really was a 600 watts so I was underpowering my rig, very risky business. I got really lucky. Coolermaster offers a wattage calculator on their website to find out your usage of your PC.
I was using about 650 watts on a 600 watts unit. bought a 1000 watts evga gold + and everything worked out fine. ***** PSU is the most overlooked item in a PC! ********
