Pc resolution problem

Hi guys and thanks for reading this post..hopefully you can help me =)
Ok so my native resolution is 1366x768,and the problem is :
Whenever I set resolution in games below 1280 x 720 (below HD resolution) there are black borders on the sides of the screen,and I can't move my cursor there..
Happens also on desktop,when I set my resolution to 1280 x 768 (not an HD resolution) the desktop doesnt stretch and I can't move my cursor on the black borders..
Once set to an HD resolution like 1280 x 720 (wich is not the native resolution) it goes back to stretch,even tho the image quality isnt as good as the native resolution ( 1366 x 768 ) ..
Now I want to set resolution to 800 x 600 in a game (splinter cell convinction) but the problem is that it doesnt stretch..PLEASE HELP ! thanks for reading again !

Graphic card : ATI Mobility Radeon HD 4300
Windows 7 64 bit
HD laptop monitor

You need to read up on aspect ratios and how those play into resolutions. It will answer all of your questions about why this and that is happening.
