PC problem: Green glitter (small green dots) all over screen

Hi. My problem is this: All over my screen are green dots/glitter and it appeared out of nowhere a week ago. It's especially bad in pictures and video.

That's easy to diagnose:
- if this screen is the same at another PC, you need a new screen
- if this screen is fine at another PC and another screen is the same on this PC, you need a new video card

The green dots are very dynamic, and moves around. It's nothing wrong with the screen. I was hoping for a software problem.

Checking with another OS (Linux) - as Steven suggested - is the final test in such cases.

safe mode? You can also try making and booting from a Linux live DVD. If you have problems without your current OS loaded, you're looking at hardware. If only with your Windows OS fully loaded, it's likely software. Drivers are software as are themes. To me, the small image you provided looks like part of some theme.
