PC power supply making a lot of noise upon startup...

I recently bought a new computer, and replaced the power supply and GPU from my old computer. Occasionally when I start the computer, the fan in the power supply makes A LOT of noise. This doesn't happen all the time, but often enough to be annoying. I know it isn't the power supply itself, because it didn't make any noise in my old computer.

I've already tried making sure it is fully secured with no luck. Help!

1 if it is possible , open smps screws and clean fan
otherwise you have to change fan

The fan is still brand new. I highly doubt I need to replace it. Like I said, it worked fine in my previous computer.
