PC not functioning

Couple weeks ago, when I was using my desktop, the screen went black. I had this problem before, and I was able to solve the problem by installing new video card before. But this time, it doesn't work. So I need your help.

I got the new video card in, turned the computer on, I got a " no signal" msg on my screen, and no light on my key board and mouse.

so I opened the case to check . Both fans on CPU and video card are running, and the top fan of the case is as well. But I noticed that the rear and side fans of the case are not running. The top and rear ones are getting power from mother board. The side is connected to the front power control panel, from the power supply to the power on/off/reset panel to side fan. I then attached the side fan to the power for the top one, it ran again. So the side is not getting power from the front panel. But the panel worked properly for on/off/reset.

After that, I detached the power line for the new video card, and turned on the computer again. The CPU fan was running at a very high speed.

With all those signs of the fans, Can you guys tell what kind of problem I ran into?
Is it my power supply? ( the fan speed difference, might need 700W+?, current one is 700W)
Is it my mother board? ( the 2 fans attached to it, 1 works and the other doesn't)
Or any other suggestion?

That tells me it could be the PSU or a blown motherboard. The power on/off is a push button 2 wire thing that doesn't need power. The panel however could need power but we don't see what make/model PC but it's too likely to be PSU, motherboard or "other."
