My brother has an older PC - this is its configuration:
AMD Athlon CPU LE-1620 2.40GHz
3GB RAM
ATI Radeon X1200
The problem was that the PC was slow and even the videos on Youtube weren't playing smoothly - it's too laggy (I am not even talking about playing videos in HD).
I tried to scan the PC if there's a virus or some malware, no finds whatsoever. Also - I noticed that when I turn on the PC, the CPU runs on 100% most of the time (RAM usage is usually around 1GB).
I've got also advice to clean up the fan in the CPU, but it didn't help.
Today, I tried to completely reinstall Windows (Win 7, 32bit), but nothing has really changed. On a clean installation of PC, the CPU usage was again super high (nearly 100%) and the youtube videos were lagging as much as before the reinstallation.
What can I try to make the PC usable, so at least the youtube videos are being played smoothly (tried Google Chrome and Firefox - same result).

It's an old desktop PC that my brother has for kids for Youtube... I am wondering if there's something I can do about (except the link you attached) to make at least the videos make run smoothly.
Alternatively, I might have a chance to switch it off for one of these desktops:
1.) Intel E5500 2 cores 2,8GHz (Wolfdale), 2x2GB DDR2 800MHz, Seagate 500GB SATA, GT9600 512MB, Modecom FEEL 500W
2.) 2 cores Intel 2,9 GHz (Wolfdale), 2GB Hynix DDR3, Western Digital 250GB SATA, Intel G41 (Intel GMA X4500), FORTRON 350W
3.) Intel Core2Duo Dual Core E7300 (socket 775) 2.66GHz, 2GB DDR2, 250GB SATA, Intel GMA 3100 with shared memory of 256MB, ATX 300W
The 1.) and 2.) cost the same, the 3.) is 50% cheaper. Which would you recommend to me?

Just be sure to look at the Smart Values 01 and 07 on any Seagate. If it's beyond 1000, you don't want that drive.

Since we don't know the condition and I replace seagates too often, you'll have to compare with tools like userbenchmark.com and see which wins.
All should YouTube but #1 looks best with more RAM and such but that Seagate...

But that question looks incomplete. For Windows we are still in Driver Hell but I omitted that about the PC up top because it is really dated so instead wrote I would test it with some Linux distro and Chrome.
