This is a symptom of the old BAD CAPS plague.
May 27, 2017 9:03AM PDT

Google BAD CAPS to learn what to look for but in the future tell make, model of PSU and machine parts so folk can guess better. All I have is the symptom and BAD CAPS is my match for this one. It could also be something like an old CMOS battery but no PC details mean I'm going with BAD CAPS first.

ebay

Look for a replacement motherboard on Ebay. What is your motherboard model? Unless you are using an OEM type computer, you won't even need the exact same motherboard. If you are using OEM, then replace with alternate motherboard, will need retail copy of Windows, or load a free Linux distro like Mint, Zorin, Ubuntu,....

Once folk get a diagnosis they use the machine until it fails rather than takes a few times to start.
