Question

PC does not shut down

I format my pc and after a while, the shutdown button does not turn off the computer. I tried a method using cmd also. it also did not work. Can someone tell me why is this happening and how can I fix it?

Maybe you didn't install all the correct drivers from the makers site after formatting and installing Windows?
Generally, it's easier to make a recovery drive and use that to go back to a working situation than reinstalling Windows from scratch.

Have you checked if you have the right drivers?

Have you tried hard booting your PC?
