PAL 8mm to Digital

Hi,

I have a dozens of 8mm analog HI8 tapes recorded on a PAL Camcorder. I am trying to find the best way to get these tapes onto my PC where I can create PAL or NTSC DVD's for my family both here in the states and back in the UK.

I have looked at capture cards but I am reluctant to spend a couple of hundred dollars on a card when I could put this money towards a MiniDV camcorder. I have read some review where people have hinted that some of the Sony camcorders with analog to digital pass through can take in the analog PAL and download this to my PC. I have asked Sony, they say their minDV camcorders can't, they require an NTSC formatted analog stream. Does anyone know of a camcorder capable taking in PAL analoge and giving me my DV stream?

I paid 50 US bucks for my Hauppaugge TV PCI card and use it to do the analog capture step. It will capture in PAL or NTSC.
