pairing iphone 4 with powerbook 10.4.11 via bluetooth proble

I have been trying to tether with my Powerbook G4 using the instructions at http://support.apple.com/kb/HT3574, but I cannot get the two to connect. I am using a bluetooth 2.0 dongle.

Anyone have any idea why I cannot get the two to connect?
