P2070 monitor possessed by Satan

I bought a Samsung monitor a few years ago and the warranty has expired. The problem is that it sometimes works and sometimes it doesn't so I don't know what's wrong with it and it would be a shame to throw away.

When I turn it on the lights turn on one by one like they're supposed to, but then after half a second or so they suddenly turn off and start turning on one by one again. This keeps happening. When I disconnect the DVI cable the lights change their behavior and it takes a full second before they turn off and start over. This seems very strange to me so I have no idea what could cause this. I have included a video of what happens (note that after about 5 seconds into the video I disconnect he cable)

A lot of people have suggested a windows driver Issue but that can't be it because the monitor doesn't work even before the OS has been loaded and it doesn't work on Linux OS either.
Sometimes, after 15 minutes or a few hours it suddenly turns on like it's supposed to but then when my computers gets rebooted it starts flashing again. It is driving me nuts so any help would be appreciated.

My bet is it needs service.

Get an estimate and compare what a new display will cost. You didn't supply any indication you do your own repairs so I'll stop here.

Hi flauwrens,

Based on the fact that it's not consistent and that you seemingly can't make it happen on command, it'll be hard to diagnose. I'm going with something power related; perhaps a loose connection somewhere or something else altogether. In any case, you're looking at a repair, so I think Bob's advice is sound.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
