(really slowly)....Are you saying the fans is working at low RPMs? If that's the case, then little cooling is taking place that's practical. Replace or lube them(if possible). Use some monitoring s/w or system checker to see what happens after replacing the fan and/or any action you took to correct. I use PCWizard2013 to show status of temps and monitors, etc.. Alas, sometimes during initial operation as in boot-up an immediate temp difference is noted and until it settles down and normalizes is the general temp known. So, if it seems to be working w/o any other issues, maybe the monitoring "probe" is bad. deep dust clogs can be had that canned air blowing can't reach, like close to the cpu socket, etc.. Sometimes only tearing down the PC to bare metal does it for a cleaning and i use a compressor that really blasts(static protected) to get at hard to reach areas. Also, if you have already replace the heatsink paste, do it right too little or too much is bad thing. Websites offer the proper application methods, visit them.
