I installed Outpost firewall (recommended by the Spybot
guy) and it seems to be ok now
hopefully I will not be proven wrong again...
I have noticed though, that the "Set Program Items and Defaults" (added by SP4) doesn't work!
I am wondering if the added 100megs by SP4, were really necessary...

SP4 is your choice. My stance is firm.

"Tech" and the office doesn't allow any less that SP4 and current updates. We can not afford the risk of the unpatched OS.

You may, if you wish read the SP4 patch list and decide on your own if you want to forgo the patches. But don't expect as much support for an unpatched OS.

If you research what it does and what permissions may be required to use it, then answers appear to be that only an Administrator (login as!) could do this, as well as add-ons like firewalls, some antivirus and other software could interfere or break it.

it is simply an expanded Add/Remove
if you open the start menu, you will see the icon:
a gear behind a box
used to work but stopped
I click and nothing happens

If I press Start, run,

CONTROL APPWIZ.CPL @0,3

It works.

Make a new shortcut if you want. Be aware that tweaking the interface can break this.

But remember that any number of things will break this. Pop-up stoppers, firewalls, etc. You get to fix it.
