seem to me it could be a "rights" issue. try giving those accounts that has trouble with admin rights and see if the problems go away. If so and you want to to control the user's right on this computer, give those user's admin rights, reconfigured outlook under their account, once you've confirm it's working fine, change the right for those account back to "user". Hope this will help.

Hello,
I am trying to fix a bug in outlook 2003.
The system is running XP SP2 and the Outlook version is 11.0.6408.0.
Everytime we try to open Outlook in a users account it gives the following message:
Error ID:1000
Faulting application outlook.exe
faulting module MSO.dll
version 11.0.6408.0, stamp 416add54, debug?
0, fault address 0x0002efec
The outlook program only works in one account. ( the account that it was installed from) but none of the others (3 others)?
I have tried running without anti-virus software running. Have tried re-installing software. And all of the Windows and Office patches are current.(according to the microsoft website)
Any help would really be appreciated. This has been a thorn in my side for a month now.
Thank you,
Loren
