Outlook Express Inbox links disabled?

Win XP home-SP1 1.2GHz 256MB SDR 40GHz HD on HP pav 510a. PestPatrol, Pop This, Norton, IExp & OE.
My "Inbox" for OE has both net links and news links posted by friends and subscription newsletters.(HTML)? For some unfathomable reason these links have ceased to operate any ideas please?
I dont want to do a restore if it is unnecessary!!

Basically this is what you have to do:
To resolve this problem in Internet Explorer, follow these steps:
Quit all programs that are running.
Click Start, and then click Run.
Type regsvr32 urlmon.dll, and then click OK.
When you receive the "DllRegisterServer in urlmon.dll succeeded" message, click OK.
If this does not resolve the problem, repeat steps 2 through 4 for each of the following files (in step 3, replace Urlmon.dll with each of the file names below):
Shdocvw.dll
Msjava.dll
Actxprxy.dll
Oleaut32.dll
Mshtml.dll
Browseui.dll
Shell32.dll (Windows XP and Windows 2000 only)

regsvr32 Actxprxy.dll did not succeed could not find?
Where to from here please.

Thank you David, I have been doing some homework during the night and came across some material of Bill Gastons that I had downloaded of some time ago for an HTML problem, he also recommends a similar course of action. Will let you know how things pan out.

Eureka! -The Elder Geek had the answer - but not in the Repair or Reinstall page of IE/OE.
Played around in regit as per request to no avail.
Looked up OE on the site and Merry Xmas there it was as bold as brass. "Links dont Work In OE?". The dreaded popup stopper trick. Had installed updates on PopThis and now they have been uninstalled and the Hyperlinks work AOK. Thanks David for your input and the Cursorcowboy.
Any one with XP problems should visit http://www.theeldergeek.com I cannot help feeling that the style of writing and exact info is somehow familiar.

Yes that will work but unfortunately it does not solve the problem, Thanks once again.
