Outlook Express, cannot make the default mail handler

In Outlook Express going to the menue bar and selecting: Tools > Options > General tab the button "Make Defaulf" is grayed out and cannot be selected. I would like to fix this so that I can once again send links and/or web pages using the TOOLS > Mail and News > Send a Link... (or Send a Page...) option in IE.

Does anyone know of a fix or what line or command may be gone from the registry and where it should be placed?

No OS noted, version of OE and so on. You could have a Macintosh.
