Outlook Express attachments

Does anyone have trouble sending attachments with Outlook Express? I have yet to be able to do so. I call my ISP and we tweak the settings and nothing. So I send attachments using my web based e-mail account. I'm so frustrated with Outlook Express, I'm ready to go back to Eudora. Can anyone help? Does anyone have the same problem?

Have you got MS| Office? I ask this because part of this is MS Outlook, a different (and I think better) e-mail system than Outlook Express, and I've had no trouble sending - or receiving attachments with it.

Check your security settings. Be default, OE blocks harmful attachments. It may be what is stopping you from sending them as well. Open OE, go to tools, options then the security tab. Remove the check mark for "do not allow attachments..........".

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
