Outlook Express

When I send new messages in Outlook Express I get a "Internet Security Warning" that says,

Internet Security Warning

The server you are connected to is using security
certificate that could not be verified.

The certificate's CN name does not match the passed
value

Do you want to continue using this server?

When I click yes all my e-mails send and it works till I close Outlook. The next time I open Outlook and try to send a e-mail I get the same message warning message.
I have serched the web and have found a simular error but no solution on how to fix it or get rid of it.

I have three questions:

1. Is this a problem regarding my e-mail server?
2. Is this security message generated by Outlook or Windows OS? (Because my ISP told me that it was a problem regarding windows itself but they didn't tell me why it happens or how to get rid of it.)
3. How could I get rid of this message showing up?

I hope someone can help me.
