your settings in OE in Tools/Options/Security and make sure it says you can receive attachments....there is a box that is checked by default to not allowing them.

Once you have that checked correctly, and if you still can't receive the mail, does your ISP have a website where you can view your mail on-line at the site? If so, go there and take a look at your mail. You might have one message that is causing the hang because it contains an attachment that is larger than what your isp allows. If so, read it there, and delete it. Then close that window and go to another site (anything just to close the web-based email window), then open OE again and check your mail again to see if the rest of your mail can now be received.
