Outlook Express

I am having trouble sending emails on Outlook Express - this has been going on for months but Orange (my ISP) do not seem able to do anything about it - I also get cut off my BB even though it is showing as being connected.

The latest thing I have got from their Help is

However in the properties section of your account, if you change the
incoming email server (pop server) to 193.252.22.136 and the
outgoing email server (smtp server) to 193.252.22.140. This
will send your emails directly to an email server that has
been confirmed as working and should resolve your issues with
the mails.

The problem is I cannot find the above in the properties section of my account - I know I must be doing something wrong = advice needed please.

Outlook Express, click Tools, Accounts, Mail, select the account and click Properties. Click the Servers tab and you will see incoming/outgoing mail.
