Sometimes it's the ISPs involved that strip attachments from untrusted domains. It's too much fun to figure out since you get to track how the email gets through and then call up each company to ask why.

I regularly exchange (or, at least, attempt to exchange) files with four colleagues. When I send an email from Outlook 2003, two colleagues receive the attachment, two do not. If one of the colleagues who does receive the attachment forward the email to one of my colleagues who did not receive it from me, then the attachment gets through!
I'm baffled - can anyone shed any light on this problem?
