Outlook 2007 quits opening zip file attachments

Trying to help a coworker out, Dell Laptop, WinXP PRO sp3. He receives large reports in a zip file attachments, in Outlook 2007. Periodically Outlook will quit opening the zip file. The IS dept. told him to clean out some folder were copies of the reports with the same name reside.

I tried cleaning out his Temporary Internet folder, but this did not restore the ability to open the zip file. Is anyone aware of what is happening here?

If the IS dept can't solve it, use the standard work-around.
1. Save the zip-file to a folder on your hard disk.
2. Extract the report from that folder using either standard XP options for zip-files ("compressed folders") or any free or paid zip-program (like 7Zip or Winzip) that the company uses.

If #2 fails, go back to the IS dept with a new issue, not about Outlook, but about the OS.

I don't open attachments direct from any email client like Outlook.

Instead I "Save as" to some temporary location, the Desktop is a good temporary place, then open the file from there after virus checking it.

Why virus check it before opening? I don't trust anyone with attachments, not even relatives, friends, work colleagues, or 'official' files.

I then use WinZip or similar to extract zip files.

try opening outlook in safe mode using run> safemode /outlook and check if you are able to open attachments properly.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
