Outlook 2003 toolbar management?

I am using Office 2003, and have Outlook with Business Contact Manager installed. Norton Internet Security is used for AV and such.

Each time I load Outlook, four different toolbars stack in and clutter the top of the screen. The two stock Outlook bars are okay, but the BCM and Norton bars are a nusance.

I can click View/Toolbars and uncheck BCM and Norton and clear it for that session, but when I exit Outlook and later reload, the un-wanted toolbars are there again.

Is there a way to lock the toolbars so this is not an issue each time I load Outlook?
