While we know that someone could craft something in VBA, no one seems to be doing so. While I do write such things, it might take a suitcase of cash to spin up the development team.

I set us a rule in Outlook 2003 that forwards all messages from a specific person to another email address. When this person sends a message, it works fine. However, messages he replies to are not forwarded to the other email address. Is this a Microsoft issue or do I need to change a setting?

Thank you. I guess I need moments like this to help me appreciate my iPhone and iPad. The whole purpose for setting up the rule was so that a team member would receive a reply from an important customer if I were unable to check my email during a conference. I never cease to be amazed by certain technology shortcomings...or that others haven't developed and shared workarounds.
However you have to get the persons that can solve it to need it solved or employ them to solve it.
Years ago and still today I read where folk can't believe that there is no app for this or that. It's not that it is not possible, it may be as simple as there was no incentive to write it.

I wonder, in fact, if this is Outlook functionality in this case.
You're talking about team and customer, so I assume it's a business address. And forwarding during your absence implies that it's not done by your PC (that's turned off then), but by your mail server. And that most likely is MS Exchange. Which would make it an bug in MS Exchange.
If that's the case indeed, ask your IT staff (the administrator of that Exchange server) to take care of it.
