If you configure such an account in Outlook Express, can you send mail then?

I am running Win XP SP2 and Office 2003.
All of a sudden Outlook will no longer connect to any of my POP3 server mail accounts and download mail. It just says trying to connect and sits there for a while and does nothing until eventually it times out.
I had this problem once before about 6 months ago and I think what I ended up doing was eventually putting in a fresh install of Windows to fix the problem.
I rather not do that at this point though and would prefer to try and find a solution to the problem rather than trashing the whole system again as I assume it could happen again as it has already happened twice.
I changed noting on the system, had no crashes, and it was working fine last night when I shut down, but as of this morning it now has a mind of its own.
I tried going back to older system restore points as well as uninstalling Office 2003 and then reinstalling it again, but that hasn't solved the problem either.
If you have any trouble shooting ideas I am all ears.
