Outlook 2003 link problems After Installing Office 2003 SP3

Since I installed Office 2003 SP3, none of the links in any of my received e-mails in Outlook 2003 work, and I get the following message : "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."
I have Windows XP SP2 Professional, and Office 2003 Small Business version, on my 1 and only computer, and I am the administrator. There is only 1 account on my computor - mine. The e-mail links in received Outlook 2003 e-mails, have always worked prior to the install of Office 2003 SP3, and I have never blocked access to these links at any time. These are e-mails from known busineses and friends. Now they read "blocked: http://(e-mail site"). How can I unblock these, but still keep any security "improvements" contained in SP3?
