Outllook Express V.6 contact display

I just upgraded to IE V.6 and Outlook Express V.6
When I go to tools,layout and click contacts, the
window comes up but no names from the address book
are displayed. I have upgraded other computers and
when I go to tools,layout and click the contact box
all the e-mail names appear. I have searched all over for some setting I missed, but no luck.
Any ideas?

WAB is not Contacts.

provides rich contact management capabilities, including the
ability to create groups of contacts and folders to help you
organize your e-mail and personal addresses."

- Microsoft.

Some note they are confused by this.

The address book is there with all the contacts.I open the address book and see everything.After further investigation, I noticed that all the contacts are in a folder. My problem is how do I get the contacts in the folder to display when I have contacts setup to display on Outlook startup? All it says is there are no contacts.

Help, my PC with Windows 10 won't shut down properly

Since upgrading to Windows 10 my computer won't shut down properly. I use the menu button shutdown and the screen goes blank, but the system does not fully shut down. The only way to get it to shut down is to hold the physical power button down till it shuts down. Any suggestions?
