As long as you don't tell about your exact problems, you can't expect real help, can you.
Why use Outlook, by the way? There might be better suited mass mailing programs. But I'm sure it can be done.
However, consider to mail just a text file with a link to the html-version of the newsletter on your website, that people can link to (either wholly or in parts). Two reasons for this suggestion:
1. Default OE7 settings nowadays cause the program to only show placeholders for figures, tell the user that it does it for privacy reasons and let him acknowledge his desire to see the full page by clicking on that warning message. Guess how many people do that.
2. Some email clients can be set to only show the text part, not the html part for security reasons. That makes for a bad looking page.
