I voted other because I believe that any distraction from driving is a problem that could cause an accident. It doesn't matter if it is a cell phone or putting on makeup or kids screaming in the back seat or messing with the stereo or a navigation system or eating. All distract a person from driving. Without the focus on driving, the person at the wheel is less able to respond to a driving challenge.
