That does NOT mean it won't run on 10. It only means Adobe does not support it and you are on your own. https://helpx.adobe.com/creative-cloud/kb/Windows_10_compatibility_FAQ.html
Further you will find that even if you had a W7 PC you would discover Adobe still won't offer support as that OS has passed. This tends to upset many.
2. I see no reason or indication that is an issue. Go for it.
3. You can use either. I decline to write more.
4. 700 feet is beyond WiFi's range. You can't use (wired) Ethernet either since the limit there is 328 feet. Read https://www.showmecables.com/blog/post/cable-distance-limits-data
Item 4 is the killer for this project.
