Optimizing Google AdWords costs

I'm not sure where the best place on the forums this thread should go, but this looks like it might be.

We have a new website here, and are thinking of using Google AdWords to help promote it.

We want to minimize costs as much as possible. To use an example of what I'm trying to ask, let's say I tell Google Adwords that the most I'm willing to pay per click for a given keyword is 10c/click.

If that is above what they would've been willing to accept for that word, will they automatically accept me at the higher 10c/click or will they tell me you can get it for (to use an example) 8c/click because they would've been willing to go that low?

Let's say instead I purposely "lowball" (say I bid at 1c/click) and get rejected, then go to 2c/click, etc. until I get accepted to avoid this, would there be a point where Google frowns on that? Like, maybe after I've had say 5 rejected bids for a keyword they've figured out my game and don't let me bid on it anymore?
