I'd open the file via "my code" and then yank the ethernet line. The file would stay open for months on that console window.
Through NT 3.1, 3.5, 4.0, 2000 and it appears today this behavior appears to never have changed. However if you claim it's readable by non-members of the group you have the permissions set to then you have a bona fide new bug to report to Microsoft. There is nothing we can do to fix it since the source code is closed to us.
Again, be sure of those permissions before you claim it's a new bug.

I have an issue on my network, client PC's are XP Pro and the domain controller and NAS server are both 2003. If i go to the open files list in computer management even after people have closed a file, it will still show up as them having it open and will only allow others to open it in read only mode. The only work around that works sometimes is either manually remove the file from the open files list or reboot the XP machine that the servers says its open but the reboot doesnt always work.
