In TWO searches I found http://sourceforge.net/projects/hiitch/

I'm sure there are more but "Hiitch is a secure and advanced desktop social networking platform. It allows you to build a focused and private network of communities for your family, friends, company and etc. It gives you total control and freedom for your social networking needs."

Since its open source you, as a PROGRAMMER could change it to your needs. Once in a while a NON-PROGRAMMER will complain that such a thing is too hard.
