Or maybe deflected by accidental artillery fire? Didn't we expend a lot of old ordnance in the first Iraq war including such used in "Iowa-class" battleships? Oh, what to do with old explosives during times of peace. Cruise missiles are full of electronics. As such, these can be temperamental. I've had spiders get into smoke detectors and set them off. Who knows what goes on in weapons storage facilities. You can't really test drive every one of these before sending them on their one and only mission.

We did indeed test drive the guidance, sensors, fins, etc. prior to launch. The rocket or jet, well that was up to another company. In those days if it mattered you launched 2 missiles for each target. Just in case.
