I reset the switch/router whatever it is at the top floor and it's working fine now!

Hi, I have a serious problem and tech support thinks I'm stupid somehow, they told me to reinstall win xp, which I did as a last ditch effort; I have a wired broadband connection, no router here, though I live in a condo so maybe the switch for the building is possibly causing it ??;
here's the problem, I get no packet loss to the server of my isp but I get fully half unreceived packets on my address from external sources, not in any intermediate places, here is a screenshot to illustrate:
