"After two groups from the rival gangs shouted and flashed gang signs at each other Monday evening, a reputed member of the Imperial Gangsters, 19-year-old Tony Serrano, fired several shots from a silver 9 mm handgun, Chicago police said. But he missed his intended targets and struck Schanna Gayden, who was standing between the gangs as she bought fruit from a street vendor, police said."

"Serrano fired because his faction's leader, Mwenda Murithi, 26, told him to do so,"


"Murithi, who has 28 previous arrests, including four felonies, ordered him to fire, officials said."

This guy was here on an expired 1999 student visa. At NO time did anyone figure that out during any contact with the police. We don't need immigration reform, just need to enforce the existing laws.

This past week a local recently retired basketball coach was hit and killed in a WalMart parking lot by a stray bullet. In the day time. No suspects.

As for illegal immigrants, a couple of weeks ago a multi-arrested one killed a college student in a hit-run. Yes, while drunk.

But now we have a new law which allows the law enforcement officials to run a check as to legal status, then turn the person over to immigration authorities for deportation. This was done for this criminal, who will be deported AFTER he serves a stiff prison term.

The theory holds that waves of hardworking, ambitious immigrants reinvigorate desperately poor black and Hispanic neighborhoods and help keep crime down. It is a theory that runs counter to the widely held notion that immigrants are a source of crime and disorder.

"New York, Los Angeles, they're seeing massive immigration - the transformation, really, of their cities from populations around the world," said Harvard sociologist Robert J. Sampson. "These are people selecting to go into a country to get ahead, so they're likely to be working hard and stay out of trouble."

Dave do you agree with that sociological hypothesis, Dave? Part of the story says:
"Sherman acknowledges the theory is evolving and unproven.
'The fundamental driver of the homicide rate is honor killings among young black men,' Sherman said. 'What is it about immigration that tends to tone it down? I don't think we know the answer to it.'
He said immigrants 'change the spirit' of a community and affect the way young black men in poor areas relate to each other.".
I personally don't think that it can be blamed on young black men performing "honor killings". Dave, do you think that it can? Some people might see trying to blame it on black people as racist. At least I think that Al Sharpton and Jesse Jackson would.

and even the reporters mentioned that the theory does not discount numerous other factors that could influence crime rate - such as significant decreases in the police force.
Of those two, I wonder which has a greater effect on crime? If you were in a city, which would you rather see standing on the corner - an illegal immigrant or a uniformed police officer?
