Most users would I believe have that option nulled (blank) in Tools, Internet Options, Advanced:
Specifies that when you click a Web link in an Internet-aware program, such as Outlook Express, and there is already an Internet Explorer window open, the Web page appears in the open browser window instead of opening a new window.

I am running the current version of IE on Windows XP Home Edition on a Dell Inspiron 600m. Any time I try to open a second browser window it replaces the current window. I have tried clicking on both the Desktop and Tool Tray shortcuts to open the second window and have also gone through the File>New>Window path and they all return the same outcome.
I think this was caused by an incorrect shortcut key combination, any thoughts on this would be greatly appreciated!!
