Bush acted, Kerry by his statements would likely STILL be waiting for something.
Bush immediately pushed for more intelligence assets while Kerry's long history of gutting funding for intelligence and military is part of what caused any intelligence foul ups.
Whether you like it or not, approve or not, it is a very legitimate issue and something the short attention span public needs in the fore of their thoughts throughout the campaign.
