Question

on windows livei can't set just me files to public

i have went through everything and looked up everything i know . i used to be able to have a drop down menu that would let me change just me files to "public " files to share with anyone but now it only has just me and if i click on share it gives me an e mail address i have to put in . what i want is to be able to make some files public like before .i went to this website.http://www.imperial.edu/index.php?option=com_docman&task=doc_view&gid=817&Itemid=762
and it shows step seven . but mine only does what i said above. I also checked to make sure a parental gaurd wasn't on as i have no kids and it wasn't so it's not that , i have looked through privacy area etc, i really need help with this or is this the only way it can be done now?
