On shut down, error message End NOW data will be lost. WHY??

I have always had this problem even after a recent hard drive had to be fitted.
When I disconnect from the net then go to start menu to shut down, an error box flags up saying 'Other programmes running if you choose end now any unsaved data will be lost' even though the rpogrammes are all closed down?? apart from Norton anti virus etc
Can anyone help as its getting really annoying now, my system is windows XP home

Are you SURE no program is running?

Do the following experiments and report on the results:
a. Boot and note the programs running in task manager (ctrl-alt-del).
b. Shutdown without running anything. Do you get a message?
c. Reboot.
d. Start IE, visit a site.
e. Close IE, and 'disconnect' (you're on dial-up?)
f. Note the programs running in task manager. Do you see any difference with the list made in step a?
g. Shutdown. Do you get a message?

I'm wondering now if it is Norton anti virus that will still be running???? I have the internet security feature??? What do you think, maybe I should disable them first. Do you think it is harmful to continue as I am?? Thanks for you other advice, tried it but still showing error msg
