omg uploads

Hey all..I am running vista 64 bit...linksys g router and a motorola surf board, I-7....ect..I use RCN internet in PA. I recently had frequent drop outs..and outragous pings...on anything out bound. Tech arrived..swapped the pole box(filled with water) and a splitter. It fixed the drop outs.
Problem.....I have 17-20 megabit downloads(very good)...but uploads...omg ***, .22 megabit....horrible. Its supposed to me 1.7-2.0. Did a speed test at neighbors...he gets the 17-20 downloads..and about 1.7 uploads.
So....sorry if i am missing some info...but wth could be causing this...bad splitter? noise?...how can the incoming signal be so great..and outgoing so bad....and the neighbors works fine...
all u cable guys...would love to hear some possible remedies...
