General Information.

Point and Shoot cameras will usually have trouble locking focus and exposure when you are taking photos in low light conditions.
Also in low light conditions, it is common to get noisy pictures with Point and Shoot cameras.

More expensive cameras (DSLR - Digital Single Lens Reflex) have better sensors and larger lenses, and are less likely to have that problem.

If you are having trouble in bright lighting conditions or you are using a DSLR camera, you may have a problem.
You may have something set wrong.
You should reset the camera to factory settings.
All digital cameras have such a reset.
Read your User Manual.

Then set the camera to Auto mode and try again.

If you determine the camera is broken, call Olympus Service for repairs.
Their information should be in the User Manual too.
If your camera is less than one year old, it should be covered by a factory warranty.
