Old Photographs from the 60's faded and some yellow Orange

Is there any software that will bring back the color to old Wedding pictures from 1968? The picture has vivid color at the very edge and is very washed out in the center.

Other Kodak pictures from the same period have turned a yellow orange. Anybody have any ideas, I have PhotoShop but the Wedding picture's fading is not even so what takes care of the center makes the edge off color.
