old jpeg digital photos

I burned photos to CD as far back as 2000. I am trying to archive them on my new computer and then to my external hard drive. The files read as jpeg, but when I try to access them, there is no picture there and my windows 7 computer gives an error that it does not recognize the file. I think the software was "MCI"???? One of the disks, I noted that as one of the programs used. I am looking at buying photoshop 9. Do you think it will pull them up? I am heartbroken to have lost the pictures. Please help...
