Usually, you have to reinstall Windows to make it suitable for the new PC. If it's an OEM version, you'll have to buy a new license. But it's cheaper and easier to use the Windows 10 it comes with and reinstall the games in that OS.
However, https://community.amd.com/thread/230504 says the CPU doesn't support Windows 7. So if that's right, it's a no-go.

500GB Western Digital Blue Hard Drive 7200RPM
Compaq Presario CQ3250AN Case
Unknown Motherboard
Running Windows 7 (64-bit)
And am planning to upgrade to a new pc with these specs:
AMD Ryzen 3 2200G
MSI Nvidia GeForce GT 1030 (Using my old graphics card)
8gb DDR4 Crucial RAM (1x8gb)
120GB Kingston SSD
Techfast Leaper Case
500W Power Supply
Running Windows 10 (not activated)
(Planning on placing old 500GB Western Digital Blue 7200RPM Hard Drive from afore mentioned pc)
I’m looking to place my old hard drive in this new computer since the hard drive has a lot of games on it. I know that the hard drive will go in, there is a free 3.5” bay. The thing I want to know is what the steps are to make sure this works, since the new pc already comes with an ssd that has windows 10 on it, and mine has windows 7 (The Windows 10 one is not activated, if that helps).
