Not one camcorder I've seen so far has been fixed by such a buyer. Return it and get more detail about the camcorder that recorded these tapes.
Then ask the camcorder maker what they sell now that will play them.

Hi, I just bought an old Canon UC8000 camcorder off ebay because I wanted to transfer some old 8mm tape footage I still have to the computer.
The camera appears to work fine until I try to play back a tape. Occasionally it will roll for a second or two then it just stops abruptly and I get an 'Eject' message flashing on the screen which according to the manual means the safety mechanism is on and I have to take the tape out, turn the camera off and on and re-insert the tape which does no good.
It doesn't say anywhere what this safety mechanism is for or expand on it anywhere and there is zero information on the net about it.
I have tried 7 tapes all with the same result and the tapes are in excellent condition so i am assuming it must be a fault with the camera.
I'm just wondering if anyone on here has any information regarding this problem before I start demanding refunds from the buyer?
