Ok, where is it?

When you boot in XP, you get the screen with the Window's logo and the little blue (with SP-2) moving bar. Is this picture editable and if so, where is it and what's it called?

BootSkin is a freeware utility from Stardock that lets you easily change the boot skin with nearly no risk. I've use it and LogonStudio on Windows XP (no Vista compatibility yet Sad ) for years without a problem...definitely worth a look.

I'd be extremely careful on themexp.org...the vast majority of their downloads are bundled with malware which you're forced to install. In short, avoid any download with a red asterisk next to it.
